This paper discusses the internalization of global ideas in a country’s national policies. reviews application human security concept to Indonesia’s domestic policies, especially on issue catastrophic disaster and crisis response. topic arises as Indonesia has historically experienced various crises, such 1997 financial crisis, health due 2002 SARS pandemic outbreak, humanitarian caused by 2004 tsunami disaster. In addition, is threatened other issues, conflict, separatism, terrorism, environmental problems. All these according experts, have an equivalent impact conflict significantly affect citizens. Therefore, this article intends discover capacity ability apply its uses two approaches achieve objective: approach perspective policy network public studies. argues that idea not yet become platform formulation Indonesia.
